General waste: black bin and seagull-proof sack rules
General waste is collected every 2 weeks. It is only for household waste that cannot be recycled, composted, collected as food waste, taken as hygiene waste, booked as bulky waste or taken to a recycling centre.
Properties using bins
If you move into a property and need a general waste bin, or need to replace a lost or stolen bin, Cardiff says to contact Connect to Cardiff. Cardiff lists general waste bins at £25 each.
Extra or larger bin
You may only qualify if you regularly have extra general waste for reasons outside your control, such as medical waste, and can show full use of weekly recycling and food waste collections.
Seagull-proof sacks
Properties using seagull-proof sacks should usually have 2 sacks. Put properly closed rubbish bags inside and secure the Velcro strips.
Do not do this
Do not use carrier bags, do not put loose rubbish directly in seagull-proof sacks, and do not leave extra general waste bags next to the bin or sacks.
Garden waste collection: dates, costs, registration and delays
Garden waste is collected separately. Cardiff says residents may need to register, and garden waste can be affected by local collection disruptions, so check your address date and any service updates before reporting a missed garden collection.

Wait until after 3:30pm
Cardiff collections run until 3:30pm, Tuesday to Friday. Do not report a missed collection before the collection window has ended.

Cardiff says you can report a missed collection only for your own property, not the whole street.
Stay inside 48 hours
Missed collections must be reported within 48 hours. After that, you may need to wait for the next collection or use another legal route.
Flats, HMOs, communal bins and bin-storage source details
Cardiff says every flat can be different because arrangements depend on how the building is managed. The official planning/source guidance is most useful for landlords, property managers, converted houses and HMOs, not for a normal householder checking tomorrow’s bin day.
Red communal bin
For containers such as cans, tins, cartons, plastic bottles, tubs and trays. Do not bag recycling unless building instructions specifically require it.
Blue communal bin
For paper and cardboard. Keep it loose and dry where separate recycling bins are provided.
Yellow-lid glass bin
For glass bottles and jars only. Do not add Pyrex, mirrors, ceramics, bulbs, window glass or drinking glasses.
Brown food bin
