Responsibility explained

Hampshire County Council recycling centres vs local bin collections

Hampshire County Council operates the HWRC network and manages household waste treatment. Your district or borough council normally handles kerbside bin collections, missed bins, garden waste and bulky collections.

Hampshire County Council

Use it for HWRC bookings, centre locations, waste acceptance, DIY allowances, van permits and site regulations.

District or borough council

Use your local council for household bin days, missed bin reports, replacement bins, garden subscriptions and bulky collections.

Portsmouth and Southampton

These are unitary councils responsible for their own collection services, but their residents can use Hampshire HWRCs free with a booking.

Trade or business waste

Commercial waste is not ordinary household waste. Use the chargeable trade-waste service and carry the correct waste-carrier documentation.

Information checked: 26 June 2026. Temporary closures, individual centre restrictions and appointment availability can change during severe weather or operational disruption.

Three-minute booking workflow

How to book a Hampshire recycling centre step by step

Prepare the waste, vehicle and household details before starting. This prevents invalid bookings, wasted journeys and incorrect DIY allowance deductions.

1

Choose the nearest suitable HWRC

Search by location and waste type. Do not assume every site accepts asbestos, soil, plasterboard, chemicals or upholstered seating.

Search Hampshire centres and accepted materials
2

Check the vehicle before booking

A normal car does not need a permit. A van, pick-up or qualifying trailer normally requires a digital permit.

Check whether your vehicle needs a permit
3

Declare DIY waste accurately

Enter the household where the waste originated and state the correct number of rubble sacks, items, plasterboard sheets or asbestos sheets.

Read the DIY allowance before booking
4

Use the correct registration number

The booking is invalid if the registration or vehicle type is wrong. Use the vehicle that will actually enter the site.

Open the official booking service
5

Sort and load in unloading order

Place the material needed first near the door or top of the load. Keep batteries, chemicals, electricals and sharp items separate.

Review the site-safety rules
6

Cancel if you cannot attend

Use the link in the confirmation email. Cancelling a DIY-waste booking prevents the declared allowance from being counted unnecessarily.

Hampshire recycling-centre accepted items

What can you take to a Hampshire HWRC?

Most centres accept common household recycling and bulky waste. Specialist materials are accepted only at selected sites or under additional rules.

Waste group Commonly accepted examples Important preparation
Electrical and batteries Small appliances, fridges, freezers, mobile phones, electrical equipment, household batteries, car batteries and vapes. Keep batteries and vapes separate because they create a serious fire risk.
Furniture and household items Furniture, mattresses, carpets, baths, sinks, toilets, shower trays, bedding and sleeping bags. Keep upholstered seating whole where possible.
Garden and timber Garden waste, real Christmas trees and wood. Remove plastic bags, pots, wire and non-organic material.
Packaging and recycling Cardboard, cartons, aluminium, clothing, textiles and printer cartridges. Flatten cardboard and keep reusable textiles dry.
Automotive and household fluids Engine oil, gas bottles, fire extinguishers and selected household chemicals. Keep liquids in sealed, labelled containers and ask staff before unloading.
DIY waste Soil, rubble, tiles, plasterboard and cement-bonded asbestos under strict rules. Declare the material while booking and separate mixed waste before arrival.

Asbestos is not accepted everywhere

Only Andover, Basingstoke, Efford, Netley and Portsmouth accept cement-bonded asbestos. Telephone the centre in advance.

New Alresford restrictions

New Alresford does not accept soil or rubble. It also does not accept plasterboard, and trailers are not permitted.

Hayling Island restrictions

Hayling Island does not accept plasterboard, and trailers are currently not permitted.

Upholstered seating restrictions

Alresford, Hayling Island and Hartley Wintney cannot accept upholstered domestic seating because of site size.

DIY allowance and charges

Hampshire rubble, plasterboard and asbestos calculator

Each Hampshire household can normally dispose of up to eight 50-litre DIY-waste sacks or four single items in a four-week period. Waste above the allowance is chargeable.

Planning calculator

Estimate: Enter the quantity you plan to take.

Verified DIY rules

  • Bag allowance: up to eight 50-litre sacks per household in four weeks.
  • Item allowance: up to four single items per household in four weeks.
  • Rubble above allowance: £3 per sack or item.
  • Plasterboard above allowance: £6 per sack or £10 per sheet.
  • Asbestos above allowance: £12 per sheet.
  • Site staff make the final decision on material and quantity.

Asbestos safety: only cement-bonded asbestos is accepted. Pre-book by phone, keep sheets whole, wrap them securely and do not exceed the site size or 15-sheet limit.

Planning estimate only: mixed materials share the same household allowance. Contractor-generated waste does not qualify as household DIY waste, even when work was completed at your home.

Hampshire recycling-centre rules

Safety, pedestrian, cyclist and trade-waste rules

Reverse park

Reverse into the allocated bay. This improves visibility when leaving and helps the site manage vehicle movements safely.

Children and animals

Children and animals must stay inside the vehicle throughout the visit.

Pedestrian access

Only some sites allow pedestrian access during specified times. Pedestrians are not admitted outside those periods.

Cyclist access

Cyclists need a booking, join the vehicle queue and park the bicycle where directed by staff.

Heavy or sharp items

Wear sturdy footwear and gloves. Divide waste into manageable loads and ask staff for guidance before lifting.

Trade waste

Businesses and contractors must use the chargeable trade-waste service and carry a valid Environment Agency waste-carrier licence where required.

Do not bring dangerous waste: ammunition, explosives, flares, fuel and other dangerous materials require specialist disposal advice rather than an ordinary HWRC visit.

Sofas and upholstered seating

Persistent Organic Pollutants rules for sofas and chairs

Waste sofas, armchairs, futons, sofa beds, beanbags and upholstered chairs must be separated because some older fire-retardant chemicals are classed as Persistent Organic Pollutants.

Reuse first

Donate seating only when it is in reusable condition and still has the required fire-safety label.

Keep it whole

Do not cut up a sofa to fit the vehicle. Keeping it whole reduces the risk of foam and textiles escaping.

Wrap damaged areas

Cover rips or exposed foam with plastic and tape it securely before transport.

Check the destination

Alresford, Hayling Island and Hartley Wintney cannot accept upholstered domestic seating.
